Can funding be awarded to an applicant/entity that is not a U.S. applicant/entity if the activities will be done within the United States?

Currently, the Office of Justice Programs (OJP) does not include foreign entities among eligible applicants for grants or cooperative agreements. The applicant, also being the fiscal agent, must be a U.S. entity.
